PUTIN CONGRATULATES DUMA DEPUTIES ON PARLIAMENT'S 10TH ANNIVERSARY

MOSCOW, February 21st, 2004 (RIA Novosti) - Russian President Vladimir Putin congratulated State Duma deputies on the 10th anniversary of the Russian parliament.

"You are direct participants in the 10-year establishment of Russian parliamentarism, you have experience, your own impressions, and your position," the president said at a meeting with State Duma leaders.

"In the 10 years, the State Duma has adopted very important laws that made it possible to carry out necessary transformations practically in all spheres of the state activity," he stressed. "Time is moving forward, and you have keep up with it," the head of state said, noting that legislators have new tasks and they have to look ahead of the events, and assist new processes.

"A deep analysis is necessary not only of the rule making but also of the law enforcement practice," the president said. He suggested the deputies voice their proposals in this regard. "A separate and very important issue is the consequences of lawmaking decisions, be it economic, civil or moral ones," Putin said.
