BUSINESS-BINDING LAWS TO UNDERGO INDEPENDENT PUBLIC EXAMINATION

MOSCOW, FEBRUARY 16. /RIA NOVOSTI / -- The Russian Economic Development Ministry has worked out a mechanism barring the adoption of normative legal acts that would limit entrepreneurial activities.

First deputy minister Mikhail Dmitriev said this on Monday, presenting his ministry's bill On the Decision-Making Specifics in the Sphere of State Regulation of Entrepreneurial Activities.

"It is a mighty instrument enabling the blockade of whatever ungrounded limits for business", he said.

The bill has not yet been coordinated with the Antimonopoly Policy Ministry, Dmitriev said. Still, in this form the document can be submitted for consideration by the administrative reform commission, he is sure. Within the commission's framework, the bill can be considered according to the simplified procedure to be submitted to the cabinet.

Under the bill, not one federal or federal-entity law, presidential or governmental normative act, certain normative acts of the Central Bank, as well as normative legal acts of representative or executive organs of local self-government shall be adopted without public discussion and independent examination for "the expediency, correspondence, feasibility and efficiency of state regulation of entrepreneurial activities".

The arrangement of such examination may be conferred on the empowered federal organ of executive power. Through empowered non-commercial organisations this federal organ will attract experts and make conclusions on results of the examination held.

Expert-consultative councils will be set up under the government and the executive organs of federation entities. They will be made up of representatives of power, the Central Bank and non-commercial organisations representing the interests of business and consumers.
