EXPERTS ON VLADIMIR PUTIN'S ADDRESS TO HIS PROXIES

MOSCOW, 14 February. /RIA Novosti/ In the address to his proxies made on 12 February Vladimir Putin actually disclosed the program of Russia's modernization during the next 4 years. That conclusion was made by the majority of participants of the meeting of the "Civil debates" club, which was held on Saturday in Moscow.

Vyacheslav Nikonov, president of the "Politika" foundation stated: "The President's speech presented the objective to expedite reforms in order to avoid lagging behind other central and east European states. It allows to hope for speeding up of reforms which means that Russia will have pretty good chances not only to double but more than double its economic growth." In his opinion, "in his very actual statement Putin announced the absolutely non-authoritarian modernization." The political analyst was of the opinion that "the President's speech contained more self-criticizing assessments regarding his performance than any traditional statement usually made by any Western politician." He added "you would never hear anything like that from an American President." Gleb Pavlovsky, President of the Efficient Policy Foundation was of the opinion that in his statement Vladimir Putin "proposed an option of economic materialization of constitutional freedoms." He described the presidential speech as a "program of economic implementation of the constitution, the program being a conservative one in the political sense of the word." In the opinion of Sergei Markov, director of the Institute of political studies, "Putin in his speech devoted a lot of attention to a civil society, to a dialogue between the power and the society." Markov stated that the "President attempted to make his program the program of the whole society." He stressed that "according to Putin, the previous 4 years marked the end of the period of transition from crisis to normal activity." Doctor Leonid Roshal, a proxy of Vladimir Puitin, drew attention to the fact that in his pre-election speech the head of the state "appealed to preserve the democratic basis." He added that "the idea about the necessity for the economy to exist and develop on legal grounds was very important. In conclusion Rochal stated that "he liked the Presidential address though he did not fully agree with some of its provisions."
