MOSCOW, February 13 (RIA Novosti) - According to PACE deputy chairman Mikhail Margelov, the head of the Russian Federation Council committee for international affairs, problems of the Russian-speaking population in Latvia should be solved via international organizations.

"Today no measures on our part can help to solve this problem. Only international organizations, the European Union, the UN, the Human Rights' Court can help it," Mikhail Margelov told RIA Novosti.

"In this case Russians can influence the Latvian authorities not by mass actions but by individual suits in international courts," the PACE deputy chairman said.

In his words, "hundreds of such suits will force the EU to take measures."
