Russia's Ministry of Economic Development and Trade calls to prohibit industrial company suspension by government agencies without a related court verdict. Andrei Sharov, head of the ministry Civil Service Board, made the announcement to a roundtable on the Russian administrative reform, which gathered in Moscow today.
Sixty government agencies have for now the right to suspend corporate activities-an arrangement that badly harasses companies and offices. Suspension ought to be up to judicial bodies alone, the ministry is convinced. The number of corporate suspensions will dramatically shrink as soon as court proceedings become compulsory, said Mr. Sharov. He proved his point with an impressive figure-the number of arrests came 20 per cent down throughout the country when unwarranted arrests were banned.
The ministry also calls to cut government agencies' rights to fine entrepreneurs and private persons-fines must be up to the judiciary alone. That will put a welcome bridle on the arbitrary officialdom.
