The new arrangements will require changed stationing of particular frontier strongpoints and cantonments. Frontier troops need land plots allotted gratis to build cantonments and a necessary engineering infrastructure. Allotment work is, however, very slow, especially in nature preserves. The troops have by now formalized landholding for 42 out of a total 73 plots they are to receive. Frontier forces must receive all landholding certificates before May 1, deadline for blueprinting new border guard projects, stressed Mr. Patrushev.

DERBENT (DAGHESTAN), JANUARY 29 (RIA NOVOSTI) - Russia's Federal Security Service, or FSB, intends to shift emphasis to monitoring from armed guard along certain state frontier stretches, said Nikolai Patrushev, service Director. He was addressing a conference of the State Frontier Commission on fortifying the state frontier in the North Caucasus.
