RUSSIA FOCUSES ON CIS TEAMWORK IN ANTI-TERROR CAUSE, SAYS DIPLOMAT

MOSCOW, JANUARY 16, RIA NOVOSTI - Alliance with other CIS countries is among Russia's top priorities in anti-terror efforts, Anatoli Safonov, Russian Deputy Minister of Foreign Affairs in charge of the international anti-terror cause, said in a Novosti interview.

A majority of countries within the Commonwealth of Independent States are fully aware of the present scope of the terrorist danger, which threatens every country with not a single exception.

It is essential now to pool in anti-terror efforts, and this necessity comes as a major consolidation factor within the CIS. The Commonwealth goes on with buttressing its treaties and other legal bases in that field. Thus, Russia has entered a final stage of ratifying a fundamental treaty of 1999 on CIS countries' anti-terror alliance. Last September's session of the CIS Council of Heads of State made an agreement on the Commonwealth countries monitoring the international spread of shoulder-fired surface-to-air missiles. Last but not least, the Russian government has signed an agreement with the Commonwealth on the terms of Russia hosting a CIS anti-terror centre.

Mr. Safonov emphasised the Collective Security Treaty Organisation getting ever more prominent on the anti-terror alliance. The organisation is dynamically working to acquire necessary political and operation tools, he added.

The diplomat made special notice of formative work accomplished for collective Central Asian rapid deployment forces. He highlighted a Russian military base opening in Kant, Kyrgyzstan, October last. The base will promote joint security efforts of the Treaty Organisation member countries, he said.
