Reporting about the work of the government commission on administrative reform, Vice-Premier Boris Alyoshin drew the attention of the president to "the exhausting system of licensing which has been introduced everywhere indiscriminately - for tour operators, railway technology producers and communications experts," he noted.
In his opinion, "the meaning of licensing has been strongly perverted." On the world scale, continued Alyoshin, the licensing practice is a kind of permission while property is the main measure of responsibility. "Licensing here, with a superficial set of requirements, does not have the same character." That is why on giving up quite a number of types of licensing, those that will remain will be re-oriented toward more rigorous property responsibility, he said.
Quite a number of functions, including technical inventory, epidemiological matters, technical inspection of motor transport and problems connected with registration, estimation and certification should be the domain of business, not the government, said the vice-premier.
"We are largely alleviating the rules of access to the market by replacing licensing with accreditation," said Boris Alyoshin. He specified that the government implies estimation of competence when talking about "accreditation".
In the opinion of the prime-minister, there are easier ways of penetrating the market which should become quite voluntary in the long run. According to Alyoshin, this will happen when companies dealing with the protection of consumers' rights gain momentum.
