According to Russia's deputy foreign minister, Kiev is reluctant to fulfill the Minsk agreements but is having trouble maneuvering around the direct approach of listed requirements in the documents.

Best-Laid Plans: Ukraine Stalls in Implementing Minsk Agreements
MOSCOW (Sputnik) – Kiev is attempting to avoid fulfilling the Minsk agreements although they do not give room for interpretation, Russian Deputy Foreign Minister Grigory Karasin said Monday.

“The advantages of the Minsk agreements is that they're abundantly clear and do not allow for any kind of manipulation or free interpretation. Ukraine's reluctance to fulfill them is giving Kiev a headache, ” Karasin said in an interview with Russia’s Profil magazine.
