"To say 'unless all humanitarian problems are over, unless violence stops completely, we are not going to negotiate' is a road to nowhere. It's a blunt provocation, because the decisions of the Security Council provide for negotiations between the Syrian government and the entire spectrum of the opposition to be comprehensive," Lavrov said at the Munich Security Conference.
"Yes, it is a political process, yes, there are military issues, but there are also humanitarian deliveries. We can do something now, we can make a breakthrough, a first step, but the sustainable delivery of humanitarian and other necessary supplies to the civilians — they can only be arraigned in the course of a sustainable political process," he added.
Sergei Lavrov also stated that daily coordination between Russia and the US-led coalition is key to Syria settlement and to solving humanitarian issues.
"A key instrument to solve both the issue of humanitarian deliveries and especially the ceasefire issue is daily, hourly military cooperation and coordination, especially between US forces heading the [anti-Daesh] coalition and Russian forces," he said.
