Komura arrived in Moscow on Sunday with a four-day visit.
"In order to fight against international terrorism, including the IS, international unity is very important. In regard to this we see Russia’s more constructive role and Japan is ready to cooperate with Russia in this issue," Komura said during a meeting with Russian Foreign Minister Sergei Lavrov in Moscow.
Russian President Vladimir Putin has long called for the creation of a broad international coalition to fight the Islamic State, including at the UN General Assembly in September. Moscow has been conducting precision airstrikes on Daesh positions in Syria since late September at the request of Damascus.
Japan is a member of the US-led international coalition, which is also carrying out airstrikes against the group in Iraq and Syria. Tokyo, however, does not participate in military action and has only provided humanitarian aid.
