According to Russia's governmental decree, Moscow wants to strengthen bilateral ties in the electric energy sphere with North Korea.

South Korea, Russia Cooperate to Resolve North Korean Nuclear Issue
MOSCOW (Sputnik) — Russia will sign an agreement on electric power cooperation with North Korea, according to a governmental decree published Monday.

The document envisages strengthening bilateral ties in the electric energy sphere by exchanging technologies, organizing energy supplies, as well as building and reconstructing relevant infrastructure.
