"I think that such a commission should be created, it [the investigation] should be completed quickly, the perpetrators should be identified and punished. Then mistakes should be acknowledged and relations restored. I call on our friends both in Turkey and Russia to do so," Nazarbayev said.
He added that even though Astana was not party to the details of the incident, the Russian plane had not attacked Turkey, but was fighting terrorists who are common enemies of both Moscow and Ankara.
On November 24, the Russian Su-24 aircraft was downed by an air-to-air missile while carrying out precision strikes against terrorists in northern Syria. The missile was fired by a Turkish F-16 fighter in response to an alleged violation of Turkish airspace by the Russian military aircraft.
The Russian General Staff and the Syrian Air Defense Command confirmed that the Su-24 never crossed into Turkish airspace, and was downed on Syrian territory.
International terrorism is the result of external interference with the internal affairs of sovereign states, Kazakh President said.
"International terrorism currently poses a serious threat. It is the result of destruction of statehood by interference of external forces into internal affairs of sovereign states," Nazarbayev said in a public address to the citizens of Kazakhstan.
According to Nazarbayev, extremists and terrorists feel comfortable in those states where statehood or authority does not exist.
The leader noted that there is a lack of trust in the leading world powers, and reports on terror attacks were becoming normal.
The last presidential address to the people of Kazakhstan was made on November 11, 2014.
