UN Security Council 'Reflection of Past': Geneva Office Head Moller

The United Nations Security Council needs to be reformed, according to United Nations Office at Geneva Head Michael Moller's point of view.

GENEVA, November 3 (RIA Novosti) — The United Nations Security Council in its present form is a "reflection of the past" and needs to be reformed, United Nations Office at Geneva Head Michael Moller told RIA Novosti Monday.

"The Security Council as it is today… is a reflection of the past, it's a reflection of the realities of the post-Second World War period… It's [Security Council] in a need of serious reforms," Moller stated.

Apart from the outdated structure of the Security Council, he also mentioned the issue of trust to the United Nations system.

"It is crucial that we reform it in a way that makes it representative, that makes it legitimate in the eyes of people… we have a very big trust deficit. People no longer trust their leaders, they don't trust their systems, they don't trust the United Nations."

Moller also spoke of the possible ways to reform the UN system. "In today's world we have a much more sophisticated understanding of the complexity of problems… you need to bring into the discussion and to the decision making other actors than just states… there are very many stakeholders and actors that are important."

As for the UN Conference on Disarmament (CD), which is headed by Moller, he said that "the CD, Conference on Disarmament, hasn't done a single thing in 18 years. They haven't even been able to agree on a program of work, which they don't need in the first place. It's a scandal."

The Geneva-based Conference on Disarmament, a successor to various arms control bodies, is an autonomous body in close relation to the UN. It has 66 members and is aimed at conducting negotiations in the disarmament sphere.
