A new US aerospace operating strategy to enhance war fighting and technology capabilities is just an excuse for the country's military to get more money from Congress, former US government official James Lewis told Sputnik on Tuesday.

WASHINGTON (Sputnik) — A new aerospace plan to increase the US warfighting and technological capabilities is just an excuse for the country's military to get more money from Congress, according to Lewis.

"It's Congressional budget kabuki: the bad guys are catching up, so please give me more money," Lewis said of the latest request for funds by the US military.

On Monday, US Air Force Secretary Deborah James said the US military will unveil a new aerospace operating strategy to enhance war fighting and technology capabilities because the United States is allegedly losing its edge against adversaries who intend to harm the country.

Lewis suggested the US public should see through such claims and see for what they are — an excuse for the US military to get additional funds.

"Well, you don't want to take all this too seriously," Lewis said.

Lewis is director and a senior fellow for the Center for Strategic and International Studies in Washington, DC. Previously, Lewis served at the US Departments of State and Commerce as a Foreign Service Officer and member of the Senior Executive Service.
