Japan's National Olympic Committee President Tsunekazu Takeda on Monday welcomed the International Olympic Committee's (IOC) decision to provide individual sports federations the authority to decide which Russian athletes will compete in the Olympic Games in Rio de Janeiro, not banning the country's entire team.

TOKYO (Sputnik) — The official stated that if the athletes are proven to be clean, then there is no reason for them not to participate in Rio Olympics.

"This does not mean that the international federation will decide on everything, but it is good that if international federations have clear evidence [of absence of doping violations by an athlete), there is a way [to the Games]," Tsunekazu Takeda said as quoted by the Kyodo news agency.

WADA Disappointed With IOC Decision Not to Ban Russian Team From Olympics
Last week, an independent World Anti-Doping Agency (WADA) commission presented a report based on the results of its investigation into allegations that dozens of Russian athletes used performance-enhancing drugs at the 2014 Winter Olympics. Russia has been accused of running a state-wide doping program.

Following the release of the WADA report, the IOC said that it would consider a collective ban for the entire Russian team. On Sunday, the IOC Executive Board announced the decision to ban all Russian athletes with doping record from participating in the 2016 Rio Olympic Games, while leaving it to the respective international federations to decide whether individual Russian athletes will be participating in the Games.
