"The Council of Europe delegation arrived in Crimea. A brief business conversation was held after a short dinner," Georgy Muradov told RIA Novosti.
CoE Secretary General Thorbjorn Jagland, who dispatched the mission earlier in the day, said it was not planning to address issues related to the territorial status of Crimea.
The delegates due to meet head of the Republic of Crimea Sergei Aksyonov on Tuesday and wrap up their visit later this week.
Crimea rejoined Russia following a referendum in 2014, in which 96 percent of those who voted, did so in favour of the move. The government of Ukraine and many Western countries refused to recognize the referendum results and introduced sanctions against the region.
The Ukrainian authorities have cut off air, rail, bus and freight connections with Crimea, as well as water, food and electricity supplies. A trade embargo came into force in mid-January, while proposed financial, maritime and network blockades have also been announced.
Crimean authorities said earlier they were ready to provide all necessary assistance to the mission.
