You'll be shocked to learn that it's sponsored, to the tune of millions of dollars, by the scam artists of the Western States Petroleum Association (WSPA) in hopes of blocking the state's proposed landmark effort (SB-350) to cut petroleum use by 50% by 2030.
"If other states see California — the nation's leader in gasoline use — cutting its consumption and its spending," O'Connor tells me, "I think they're going to want some of that for themselves. And that's where I think WSPA really wants to stop this snowball from growing and taking hold, and really rolling into something pretty big nationally."
