NATO Develops New Concept to Respond to Hybrid War Threat - Commander

NATO leadership perceives the hybrid war threat and develops a new concept, which will allow to promptly react on new kinds of threats, Gen. Denis Mercier, the NATO supreme allied commander for transformation, said.

MOSCOW (Sputnik) — According to Mercier, defense ministers from NATO member states hold regular discussions over such scenarios and develop action plans over coordination of the Alliance's forces in some specific situations.

"Now we are facing scenarios where the threshold of the crisis is not clear, hybrid scenarios with non-state or covert actors… [The military command] are developing a new concept that we will propose to Nato, which will be to base our initial strategic assessments of these developing situations on non-classified information," Mercier told the Financial Times newspaper, adding that NATO would gather information "from online, from diplomats, think-tanks, academics, locals," rather than using only military intelligence data.
