"Russia has a special responsibility in this regard to press the regime to end its offensive attacks and strikes that kill civilians, immediately allow relief supplies, as determined solely by the UN, to reach all in need and to comply completely with the cessation of hostilities, so that political talks aimed at ending the crisis have a chance to succeed," Toner stated referring to the legitimate Syrian government.

The cessation of hostilities agreement brokered by the United States and Russia took effect in February. On Friday, Russian Defense Minister Sergei Shoigu said that Moscow has the right to conduct airstrikes against terrorists not observing the conditions of the ceasefire or groups that have not joined the agreement.
The International Syria Support Group met in Vienna last week to outline a process of how to hold ceasefire violators accountable and issued a joint statement calling on all sides to observe its conditions.
