Kremlin Regrets Kiev Doing Everything to Avoid Minsk Deal's Implementation

Russia regrets that Ukrainian negotiators are too often changing their position during the peace process and do everything to avoid fulfilling their obligations. The issue of establishing an OSCE police mission in Donbass cannot be considered without the full implementation of the Minsk agreements, Kremlin spokesman Dmitry Peskov said Thursday.

MOSCOW (Sputnik) — In April, Ukrainian President Petro Poroshenko said he expected OSCE to deploy a police mission in Ukraine's Donbass region in the near future to control the ceasefire implementation.

"None of the issues can be considered outside the general context of the Minsk agreements. The Minsk agreements represent a package of measures and steps that need to be implemented, and which, as we have seen, have not yet been done," Peskov said.

Late last month, OSCE Secretary General Lamberto Zannier told Sputnik that an armed mission from organization could not be sent to Ukraine without a full consensus by all the parties involved, including Russia.

Kiev authorities launched a military operation against independence supporters in eastern Ukraine in 2014. The confrontation has claimed over 9,000 lives, according to the UN estimates.
