“Yes, there were of course states with obviously non-democratic structures, but instead of using political and diplomatic methods to influence the holding of needed reforms, intrusive interference from outside was used in matters of sovereign states, imposing so-called democracy without taking into account the historic, ethnic, religious, or cultural traditions [of those states], and the overthrowing of undesirable regimes through force using terrorist structures as a prop.
These formations were financed, trained, and armed,” Matvienko said during a joint Federation Council and State Duma session in Moscow.

"There have been proposals to give broader powers to security services and law enforcement, and toughen criminal penalties not only for terrorism but also for its financing and the spreading of its ideology," Matvienko added.
Russia stepped up security in the wake of last Friday’s terror attacks in Paris that killed 129 people and wounded over 350. Earlier today, a party leader in Russia urged to scrap the country’s moratorium on death penalty for terrorists and their collaborators.
