The West has repeatedly rejected Russia’s proposals on cooperation and constantly ignored Russia’s advice, political analyst Alexander Rahr wrote in his article.
“Those who want to achieve a thaw between Russia and the West should understand that Putin feels rejected," Rahr argued.
Russians seek to protect their national interests, while the West, in turn, sees itself as a defender of universal liberal values. Western countries cannot accept even the thought of changing the order that has existed in Europe for 25 years. At the same time, this order has become unacceptable for Russia because it gives the country little opportunity to participate in the decision-making process in Europe.
"Ukraine is here in second place, in fact, this is about the confrontation between two opposite concepts of European security," the author wrote.
Therefore, Putin plans to make a new proposal on its creation at the UN summit in September 2015.
If successful, this initiative could “change the game” and “divert attention from the Ukrainian conflict in which Russia and the West have reached a red line," Rahr argued.
