"This report, much like previous EU opuses, is bewildering…In some places, it blatantly distorts the facts…and often makes clearly politicized conclusions," Dolgov said in an interview with RIA Novosti.
According to Dolgov, the report "practically ignores the critical situation in this area in Ukraine…There is an almost complete absence of criticism [toward Ukraine] in that respect."
"This is a fallacious approach, an approach that undermines any aspirations of the European Union, including moral ones, to claim leadership in the sphere of human rights and the rule of law," Dolgov stressed.
Since the beginning of the military conflict in Ukraine in April 2014, various civil groups expressed concern over crimes against the civilian population in the breakaway regions of Donetsk and Luhansk, including crimes committed by Kiev-controlled volunteer battalions.
Donbass residents have suffered under an economic blockade imposed by Ukrainian President Petro Poroshenko in November 2014.
On June 1, the UN Office of the High Commissioner for Human Rights said in a report that human rights abuses were widespread in eastern Ukraine despite the signing of the Minsk reconciliation agreements in February.
On Tuesday, UN Secretary-General Ban Ki-moon said that the human rights of millions of people in eastern Ukraine are affected by economic hardship and violence.
