Moscow cannot fulfill the Minsk deal on Donbas crisis settlement as Russia is not part of the Ukrainian conflict, Kremlin spokesperson said.

MOSCOW (Sputnik) – Russia is the guarantor of the Ukrainian reconciliation, not a party that needs to fulfill the Minsk agreement, Kremlin spokesman Dmitry Peskov told RIA Novosti on Friday.

“Russia is the country that was called by the parties of the conflict. This is the country that called on the parties of the conflict to sign a complex of measures to fulfill the Minsk agreements. But Russia is not one of the parties to fulfill these measures. This is the country that is acting as the guarantor, that comes forward with a call, but, obviously, it’s not a party that needs to take any actions for [the fulfillment]. We simply can’t do this physically because Russia is not a participant in the conflict,” Peskov said.

Moscow hopes that all of the points drawn up in the Minsk deal on Ukraine crisis settlement will be fulfilled, Dmitry Peskov said.

“Everything that’s written in the plan needs to be fulfilled,” Peskov added.

The leaders of the Normandy Quartet (Russia, Germany, France, Ukraine) held 16-hour talks on Ukraine in the Belarusian capital on Wednesday and early Thursday.

Their meeting resulted in two agreements. The first document was signed by members of the Contact Group on Ukraine, which comprises representatives from Russia, Kiev, the self-proclaimed people's republics of Donetsk and Luhansk (DPR and LPR) and the Organization for Security and Co-operation in Europe (OSCE). It outlines a number of measures aimed at ending the conflict in southeastern Ukraine, including a ceasefire between Kiev forces and independence supporters, the creation of a buffer zone between the two sides through the withdrawal of heavy weaponry from the region and an all-for-all prisoner exchange.

The second document, signed by Russian President Vladimir Putin, his Ukrainian counterpart Petro Poroshenko, German Chancellor Angela Merkel and French President Francois Hollande is a joint declaration in support of the measures agreed upon by the Contact Group.
