Brown made the announcement at a ski resort in the Sierra Nevada mountain range, which is at its lowest snowpack levels on record. He claimed the move would save the state 1.5 million acre-feet of water over the next nine months.

"We're standing on dry ground and we should be standing on five feet (1.5 metres) of snow," said Brown. "This is rationing. We're just doing it through the different water districts."

Brown, in his continued efforts to save his state from its crippling drought, signed =emergency legislation that advanced $1 billion in funding for both drought relief and water infrastructure. This bill sequesters voter-approved bonds for water projects and programs for struggling Californian cities.

In Early March, the state Water Resources Control Board brought forth new regulations that prohibit watering a lawn within 48 hours of rain and barred water from being served in restaurants without patrons’ explicit request.
