Khalil al-Hayya, a senior member of Hamas, said the movement was "seriously considering" kidnapping Israeli nationals to exchange them for Palestinian prisoners.
"Our men and women are seriously considering kidnapping your soldiers and settlers everywhere," the lawmaker warned the Israelis during a rally in Gaza, as quoted by the DPA news agency. Approximately 5,000 Palestinians serve terms in Israeli jails for terrorism-related offences.

Khalil al-Hayya added that the issue of Palestinian prisoners must be submitted to the International Criminal Court. The remarks came on the eve of Prisoners' Day, marked on April 17.
