Two bystanders and three suspected gang members were among those killed, and eight others were wounded in the ambush attack on a police convoy.
It was one of the deadliest attacks on security forces since President Enrique Pena Nieto took office in 2012.
At least ten vehicles took part in the attack on police, which saw heavy firing from high-powered rifles. Some of the assailants fled the scene, the security commission said.
More than 100,000 people have been killed in gang violence in Mexico in the last eight years, according to Reuters.
