“Ukraine has many problems to address. I think there are a lot of people with energy in Ukraine who are trying to reform the country. But there has been a lot of influence of oligarchs, and I think that should be a priority of the present government of Ukraine to address those issues,” Guehenno said.
Last month, Ukrainian Prime Minister Arseniy Yatsenyuk as well as five other ministers decided to resign amid the crisis in the country’s economic development and pervasive government corruption.
Ukraine’s wide range of reforms, including anti-corruption measures, improving public finance management, power decentralization and the reorganization of the national energy sector, are required to release the latest bailout package from the International Monetary Fund.
Russian President Vladimir Putin said in April that oligarchs remain in power in the Ukrainian government, which is increasingly using the "clan system" of governance.
