"It is reasonable to continue to separate these issues," Seibert told reporters, stressing that the complicated situation in the country requires European solidarity.
The Greek economy has been severely strained for several years, because of the country’s multibillion-euro debt accumulated as a result of the 2008 world economic crisis.
As the migrant crisis in Europe worsened in 2014, the country fell victim to the inflow of hundreds of thousands of migrants using Greece as an entry point to the European Union from where they travel to wealthier EU states to apply for asylum.
The International Organization for Migration recorded over 120,000 migrant and refugee arrivals to Greece by sea in the first weeks of 2016, tens of times more than in the same period of 2015.
