According to Awad, Russia’s airstrikes and increased fighting near the Syrian city of Aleppo contributed to the "dynamic of displacement", but did not contribute much the refugee influx.
"The latest fighting, whether ground fighting or airstrikes have not contributed too much to the exodus… across the international border to make them refugees. That did not happen,” Awad was quoted as saying by Reuters.
He also said the number of displaced people within Syria dropped from 7.6 million to 6.3 million. Awad attributed the decline to migrant flows to Europe.
In recent months, Europe has faced a major influx of migrants fleeing war-torn countries in the Middle East, North and Sub-Saharan Africa.
According to the EU border agency Frontex's latest estimates, the number of migrants who have crossed the bloc’s external frontiers in the first nine months of 2015 has exceeded 710,000.
