"We would like to see how Minsk agreements provisions regarding accepting and communicating with the local authorities are implemented, as well as ensuring border control," Schaffhauser said during a press conference.
"The practical preparations [for the forum] will commence when the final answers from Donetsk and Luhansk are received," the parliamentarian told RIA Novosti.
The leaders of the self-proclaimed republics have repeatedly urged Kiev to grant them more autonomy, which requires constitutional reform in the country. A law granting "special status" to parts of the breakaway regions was introduced by Kiev in the fall of 2014 but was abolished shortly after.
The most recent peace talks on Ukraine held in Minsk, Belarus in February resulted in a set of measures to de-escalate the crisis, including a ceasefire between the warring sides and heavy weaponry withdrawal from the line of contact.
Additionally, the latest Minsk agreement required Kiev to decentralize power ahead of wider constitutional reform in the country. However, some members of the Ukrainian Parliament have voiced their opposition to conducting negotiations with Donetsk and Luhansk regarding local elections and have said that Kiev would only organize state-wide elections in Ukraine.
