Kiev’s Plans to Deploy Peacekeepers Cast Doubt on Minsk Deal - UN Envoy
Mr. Hahn said as much when responding to Ukrainian President Petro Poroshenko’s call for putting the possible dispatch of a multinational peacekeeping force into the picture of the four-party talks.

“President Poroshenko came up with several proposals and ideas, but our understanding is that we should concentrate on the concrete implementation of the Minsk agreement and not speculate about other options,” Hahn told journalists when asked to comment on Kiev’s idea of sending in an EU mission.

The February 12 quadrilateral talks in Minsk came against the backdrop of a dramatic escalation of tensions in Donbas where the Kiev military mounted a fresh offensive against the pro-independence forces.
