Satoshi Uematsu, the chief suspect behind the killings at a home for disabled people in Japan, was a euthanasia supporter and proposed its legalization for mentally disabled people to the country's parliament, Kyodo reported Tuesday.

TOKYO (Sputnik) — Earlier in the day, Uematsu was arrested in Sagamihara, west of Tokyo, as he surrendered to police after killing 19 and injuring 25 disabled people while they slept at the facility. The assailant, a former employee of the care facility, had a bag with several blood-stained knives with him when he gave himself up.

In a letter, reportedly submitted in February, Uematsu said that he would be capable of killing 470 severely disabled people, outlining his plan of action. The attacker said he would enter two homes for disabled people when there is few staff on duty before restraining the employees and killing patients with physical and mental impairments and handing himself over to police.

Uematsu was reportedly hospitalized following the submission of the letter but was released some two weeks later.

Previously, the attacker worked at the facility between 2012 and early 2016 before leaving of his own accord. He was later heard expressing wishes for handicapped people to disappear, according to investigative sources.

The Tsukui Lily Garden facility for the disabled in Kanagawa Prefecture housed a total of 149 people aged between 19 and 75.
