A storm warning has been declared in the Russian city of Norilsk, located north of the Arctic Circle in Siberia, as strong winds have virtually terrorized the populace.

The authorities have declared a storm warning as powerful squalls with speeds of up to 40 meters per second send billboards crashing down, rip off roofs and scatter those few brave souls who dare to venture into the city streets.

In fact, the wind was strong enough yesterday to rotate a stationary airliner at a local airport.

According to local media reports, local communications have been disrupted by the weather, and at least one person, a young woman, has been killed by falling debris.

A few days earlier, an apartment building in the city of Dudinka, located in the same region, had its roof torn off by a raging tempest.

Local residents are urged to remain indoors, while many companies have suspended their activities for the duration of the storm.
