Most of the amendments proposed by the Ukrainian delegations were included in the final resolution adopted by 140 "yes" votes.
The Parliamentary Assembly claims that "[p]articularly disturbing is the fact of the direct involvement of the Russian Federation in the emergence and worsening of situations in these [southeastern] parts of Ukraine," amendment 21 to the resolution reads.
The Russian delegation objected to the Ukrainian amendment by reiterating that the conflict in Ukraine is internal and "Russia has no connection whatsoever" to its affairs.
Instead, the assembly adopted an amendment providing Ukrainian figures, where the number of Ukrainians displaced within the country increased nearly threefold at 850,000 people.
The amendment introduced by Russian parliamentarians suggesting the Russian Federal Migration Service figures of over 450,000 Ukrainian displaced persons applying for the right to reside in Russia was rejected.
In light of Crimea's reunification with Russia in March 2014, the PACE suspended Russia's voting rights, which led to the Russian delegation walking out of the spring session and skipping the summer session in protest.
"The challenge of still unratified credentials of the delegation of Russia" at the assembly is expected to be debated on Wednesday.
